Prison Interventions and HIV Prevention Collaboration

US · IL NIH grant awarded #nih-5R01DA029910-14

Summary

This project aims to scale up Opioid Agonist Therapies (OAT) for HIV prevention among people who inject drugs (PWID) in prisons, pre-trial detention, and probation systems across Eastern Europe and Central Asia (EECA), ensuring linkage to community treatment.

What they want

The project addresses high incarceration rates, opioid use disorder (OUD), and HIV prevalence among people who inject drugs (PWID) in EECA. Building on an existing implementation science network, the proposal utilizes SBIRT (screening, brief intervention, and referral to treatment) and Project ECHO. The methodology employs the EPIS (Explore, Prepare, Implement and Sustain) framework combined with the NIATx model of process improvement. The two main aims are: 1) to scale-up OAT as HIV prevention in prisons and pre-trial detention in EECA, linking individuals with OUD to community treatment after release; and 2) to scale-up OAT as HIV prevention in the newly formed probation system in EECA, linking individuals with OUD to OAT treatment as part of routine care to align public safety and public health.
Deliverables
  • Scaled-up OAT as HIV prevention in prisons and pre-trial detention in EECA
  • Linkage of individuals with OUD from prisons/detention to community treatment after release
  • Scaled-up OAT as HIV prevention in the newly formed probation system in EECA
  • Linkage of individuals with OUD from probation to OAT treatment as part of routine care
Technical requirements
  • Utilize SBIRT (screening, brief intervention, and referral to treatment)
  • Apply the EPIS (Explore, Prepare, Implement and Sustain) framework
  • Implement the NIATx model of process improvement
  • Employ Project ECHO for collaborative learning and skill maintenance
